Farm Bill Enacted, With Mixed Results Join WWF's Conservation Action Network and be a part of future victories.
The bill represents some big wins but also a big loss for conservation. On the "wins" side, the bill includes $4 billion in new conservation funding. In addition, it includes many of the provisions of the Legal Timber Protection Act (H.R. 1497), which make it a crime to knowingly import, sell, buy or transport illegally-sourced wood products and will enable U.S. enforcement agencies to crack down on illegal timber traffickers. On the "losses" side, a strong “sodsaver” provision contained in both the original House- and Senate-passed bills which would have created a disincentive to convert grasslands to crops by eliminating certain subsidies, was dramatically weakened in the final bill. Farmers and ranchers play a huge role in protecting our environment through their stewardship of the land. They reduce agricultural runoff that degrades water quality; protect wetlands; conserve habitat for endangered species; and increase energy efficiency in their operations, which helps fight global warming. Many farmers and ranchers want to do more for the environment but have been turned away from the Department of Agriculture’s conservation programs due to lack of funding. As a result, our country has been missing a cost-effective opportunity to gain enormous conservation benefits.
